The Food Safety Compliance System (FoSCoS) is an improved version of the Food Licensing and Registration System (FLRS), which was launched in 2012 for the issuance of pan-India FSSAI Licenses and Registration. It had evolved incrementally and organically with changing regulatory needs. The technology on which it was built needed to be updated, with technical support no longer available. Over the years, users grumbled about the slow speed of FLRS, and software experts resisted new changes to FLRS, thus impeding any further improvement, expansion and innovation in the licensing system. Therefore the migration from FLRS to FoSCoS was compulsory.

FoSCoS is built using the latest technology with a vision to have a modern stop pan-India IT platform for food safety regulatory needs. FoSCoS is conceptualized as the umbrella system which is integrated with FSSAI’s other existing IT platforms such as Food Safety Compliance through Regular Inspection and Sampling (FoSCoRIS), Food Safety Connect-Complaints Management System, Online Annual Return platform, Food Import Clearing System (FICS), Indian Food Laboratory Network (InFoLNet), Audit Management System (AMS), adjudications and penalties, Food Safety Training and Certification (FoSTaC), Food Safety Mitra (FSM) etc. These integrations will be done one by one in future until FoSCoS evolves from a licensing platform to a unified compliance platform. FosCos has a robust architecture capable of future extensions and enhancements.

FoSCoS shall also be incorporated with other platforms of the Government of India, such as GST, PAN, MCA etc., further ease out the processes for businesses and ensure 360-degree profiling of companies.

All FoSCoS users i.e. FBOs, DOs and FSOs can log in to the FoSCoS application for various Business Functions. To login to the FoSCoS application, you need to input user credentials (ID and Password). Please Note that Credentials shall be same as used for log-in on FLRS (Food Licensing & Registration System) application.

However, if the credentials are subsequently changed in FLRS, a replication lag of a few hours will be observed in FoSCoS or vice-versa.

FoSCoS Login and Sign-up Process

  • FBO can either sign up using a unique mobile ID and email ID or use the same login credentials as used for the FLRS application for login.
  • FBO/DO/FSO first navigate to www.foscos.fssai.gov.in website and log in with FLRS credentials. You will get Login Successful result or Forgot Username/Password option.
  • If you received Forgot Username/Password option, then you can reset your password and try to login again.
  • After successful login, the Dashboard page will open.
  • The petty FBO login facility is the new feature incorporated in the FoSCoS application. This feature has been enabled for small businesses like hawkers, roadside vendors, etc who are being encouraged to apply for registrations. This facility enables Petty FBO Login with OTP Validation through a phone number or email address without creating sign-up details or a password. On login the petty FBO shall have access to only registration-related functionalities which means license-related functionalities shall not be available, unlike the case of regular FBO login.

The process flow of submitting the application for registration/ license is similar to FLRS with minimal changes in overall functionality however efforts have been put in place to make the process more efficient and productive. Some of the key highlights are:

  • Revision of questions asked from FBO regarding eligibility of head office. The head office has been added as a separate KoB.
  • Only KoB-wise documentation is required to be uploaded along with the application.

  • On Dashboard Page, after login, Click “License/ Registration” in the left menu.
  • Click “Apply for New License/ Registration”
  • Select Head Office
  • Select the appropriate kind of business applicable as per the food business to be conducted.
  • Fill “Form-B”
  • Finally, Submit the Application process.

  • Then log-in to Food Businesses
  • Then go to User Sign-in tab

How to apply for FoSCoS Renewal?

1 Day 23 hours and 60 minutes

Apply for renewal of license/registration

After logging in, navigate to “Renewal” and select “Apply for renewal of license/registration”.

Click on “Proceed” against application which user wants to renew.

A list of issued license/registration for Renewal will appear. Click on “Proceed” against application which user wants to renew.
NOTE: 1.) License(s)/Registration Certificate eligible for Renewal shall only be listed 120 Days prior to expiry of License.
2.) License(s)/Registration Certificate shall not get listed here for Renewal once your License(s)/Registration Certificate has expired as of today. In that case submit a new application.

User will land on Form B

User will land on Form B: Application Details page wherein the following stages will be in editable/non-editable mode:
◦ Premises Details: Non-editable.
◦ Product Selection: Non-editable.
◦ Communication Details: All sections are editable except registered address.
◦ Required Documents: Documents which are mandatory can only be uploaded.
◦ Payment: As per year(s) selected by user.
NOTE: Please note that if renewal of the license is applied 90 days prior to the expiration then only
renewal fees is charged.
Post 90 days a fine of Rs.100/day will be charged in addition to renewal fees.

Receipt will be generated with a new 17-digit registration number

After making payment, a receipt will be generated with a new 17-digit registration number which can be used for future reference.
– Below receipt shows renewal of central license for two years with no fine.
– Below receipt shows renewal of state license for two years with fine of Rs. 100/day.
– The total fee adds up to Rs. 5300 with renewal fee for 2 years Rs 4000 and Late fee for 13 days of Rs. 1300.
