Introduction – genesis and evolution of fssai

The Food Safety and Standards Authority of India (FSSAI) is a statutory body. It works under the Ministry of Health and Family Welfare. It has been established under the Food Safety and Standards Act 2006.

Before FSSAI Act 2006, there were a number of food laws, various ministries, organizations, and agencies for standard-setting and enforcement of different sectors of food. As a result, there were varied quality or safety standards with rigidness. Also, there was a lack of uniformity in approach and effect.

Background – genesis and evolution of fssai

The Existing laws on food failed to match the rapid evolution of food-related technologies and the advancement in production, storage, distribution, sale etc.

There were few laboratories with poor laboratory infrastructure coupled with the spread of manpower and other resources non-conducive to effect the fixation of standards. There was poor information and dissemination at the consumer level.

Because of this background, the need for a single law with a single regulatory body at the national level on all food safety and related matters was felt to ensure a holistic approach, uniformity and effective implementation.


Food Safety and Standards Act 2006

The central government mentioned the need for a single law with a single regulatory body at the national level for food safety in Budget 2002. The Parliament passed Food Safety and Standards Act in 2005. Finally, Food Safety and Standards Act 2006 (FSS Act 2006) got the consent of the then-president of India A. P. J. Abdul Kalam on 23rd August 2006.

Establishment of FSSAI

FSSAI i.e. FOOD SAFETY AND STANDARD AUTHORITY OF INDIA was established by former union health minister Dr Anbumani Ramadoss on 5th September 2008 under the food safety and standards Act 2006.
